We let our residents paint their apartments. We even offer to do it for them as a move-in incentive or for a small fee per wall. This really helps for them to personalize their space and make it feel like home. We want them to enjoy their living experience at J.C. Hart, and coming home to an apartment that has a personal touch and some color can help them to do so.
At J.C. Hart we work with a number of vendors for paint and painting. One in particular is CertaPro painters. They have franchises across the U.S. and have a great website. Check out Kristen's Fall Color palatte here.

Do you also do this for renewals as an incentive? Maybe combine with a free shampoo for a "New Apartment Feel"?

I have been at properties that do this as well. This can be done a number of different ways:
1) Prospect chooses a unit currently ready for them: resident pays to repaint.
2) Prospect chooses a unit NOT currently ready for them: painting is free. It is just as easy to tell paint crews to use a specific color as it is to use a standard color.
You can offer the prospective residents a pallet of color choices, or ask that the paint be delivered (at their expense) at least 1 week before scheduled move in.
As far as painting for a renewal incentive; it should be offered to renewing residents that have been there for 5 years or more. Same goes for flooring. It is okay to ask the resident for help in preparing for the work (move furniture, remove pictures as needed).
I would rather spend the money on an existing resident than spend more money to turn and market a vacant for an indefinite period of time.
