Does Anyone Have a Resident/Tenant Bill of Rights?

Hello all!

Does anyone have a resident/tenant bill of rights that outlines what they should expect as far their treatment and or service in your community? I have one, but I want to see if there are others out there which may have some items or areas that I may not have on mine.

There may even be some units that do not have it in writing, but I have found that through the years it solves a lot of issues right from the start. However, something that was done 15 years ago needs to be updated and made current with the times and while going through the review it is good to get ideas from other professionals.

I love this idea. Can you post your Resident Bill of Rights? I could share some ideas on how to update it.

Here you go. This was copied and pasted: Tenant Bill of Rights

-All customers/tenants have the right to courteous service

-All questions asked about the property or rental contracts should be answered to their fullest. If the question cannot be answered, someone should get in contact with you and provide you the answers to any unanswered questions

-When signing the contract all questions should be answered. Any portion that is not clear should be explained.

-All pages to the contract should be numbered and initialed by you the customer.

-The customer should receive a signed copy of the contract before they leave the office.

-All charges should be clearly stated before acceptance
-Maintenance:
o Normal maintenance should be taken care of within 24 hours.
o Emergency maintenance should be responded to within 3 hours.
o Emergency:
 Broken water lines
 No heat in the winter
 No A/C when temps are above 80
 Refrigerator freezer is out
 Lost electrical power (to your unit that is not a circuit breaker problem or city loss of power.

-Maintenance personnel should use foot covering when entering your apartment and clean up after repairs.

-No one should enter your premises without your permission unless there is an emergency where there is a reason of suspected injury or damage to property
-Residents should receive phone call or written response to concerns within 24 hours

-Right to a clean, safe, maintained apartment before occupancy.

-A move in copy of apartment conditions and items in the apartment.

-5 working days to point out any defects that were not discovered at move in.

Resident's Bill of Rights

As members of the California Apartment Association, we take pride in providing quality rental homes for our residents. We value our residents and recognize our partnership with them in maintaining the rental housing industry. We believe residents should be aware of their rights in this partnership. Therefore, know that,



A Resident has the right to be treated fairly and equitably when applying for, living in, and vacating a rental residence.
A Resident has the right to be given notice prior to any entrance into a rental residence by a rental property owner or manager, except in an emergency.
A Resident has the right, upon written request to the rental property owner or manager, to a prompt response to requests for repairs.
A Resident has the right to a written notice from the rental property owner or manager prior to any rent adjustment.
A Resident has the right to the return of any security deposit that may have been collected by the rental property owner or manager and a good faith accounting of any charges against that deposit within 21 days after the rental residence has been vacated.
