I give them written notice that we have found blockages in their plumbing from these & let them know that they will be charged for resident-caused damage in the future if we continue to have service requests due to anything in the toilet other than toilet paper and of course human waste. They don't want to pay the bill so they start using their trash cans for wipes. Problem solved

Even our local utility company has a flyer that has info about plumbing and it states that wipes are not flushable even if the packaging states otherwise

We have that problem - baby wipes, adult "flushable" wipes. Our lease specifically mentions NOT to use wipes. When we snake a toilet and wipes are pulled back the tenant is charged $100 the first time with a tenant neglect lease violation. The 2nd time is a 30 day notice to move.

Oh, they are flushable but still do not breakdown. The main word is they should NOT be flushed.
