Hi Amy, It has always been my understanding (as a former HFA employee and trainer) that LIHTC funds are not considered Federal Funds. So from a regulatory standpoint, the owner is not required to pay for the modification. That said, a site may have OTHER funding sources (HOME, HFA, Section 8/Public Housing...) which will require the owner to pay, AND many owners have a policy simply pay for minor accommodations as a goodwill gesture. (Not an attorney, not legal advice, see above...). (If you know of any regulations that would require it, I'd love to look at them)
