Although under moratorium you should still be able to evict as it is not due to non-payment . I would check with the court you file eviction in. That’s a danger to others do you should be able to file eviction as they are breaking the lease stipulations

File eviction against “all unauthorized occupants” I’ve had to do that many times. Easy to prove that the leaseholder isn’t occupying the apartment

As long as the family invites him over her is considered a guest - if they haven't paid rent do a eviction- next option a non renewal
