New York City’s housing debate is increasingly framed as tenants vs. landlords. But a quieter shift is happening underneath it: small landlords are disappearing.

Rising costs, rent regulation changes, and new housing proposals are pushing many longtime family owners out of the market. After the 2019 rent law limited rent increases and interest rates surged in 2022, many rent-stabilized buildings saw their operating margins collapse. Now proposals like a potential rent freeze and higher property taxes are adding even more uncertainty.

As small owners sell, larger investors are stepping in. Institutional buyers with deeper capital reserves are purchasing distressed properties at discounted prices, accelerating a long-term shift toward corporate ownership of multifamily housing.

That raises a bigger question for the market: policies designed to protect tenants may unintentionally consolidate housing ownership into the hands of the largest landlords.
