There's an App for that!

Well, we certainly cannot label the HUD fair housing folks as Luddites. They are embracing not only the availability of modern technology, they are also actively marketing their role in providing education about housing discrimination and how to file complaints. Last week (February 28th) HUD’s Office of Fair Housing and Equal Opportunity (FHEO) introduced its first ever housing discrimination mobile application for iPhone and iPad, created with Hewlett Packard technology. It will now be quicker and easier for the public to learn about their housing rights and what to do if they believe those housing rights have been denied or interfered with. The mobile pages are in English and Spanish, and folks can file complaint forms in both languages.

In the words of John Trasviña, HUD Assistant Secretary for Fair Housing and Equal Opportunity: “Having this first fair housing mobile application equips people everywhere with the information they need to combat housing discrimination. We are maximizing the latest technology to make the process for filing fair housing complaints faster and easier and arming our fair housing partners with the information they need to understand their fair housing rights and responsibilities.”

And keep a look out for a planned “Quick Response code” ad campaign, directing mobile users to those new pages and complaint forms.

<p>Like most agents and property managers, I think this idea is overdue. I am concerned about how well the technology works so that reports are accurate and get to the right agency in a timely manner. A paper backup report would be a very good idea. As much as I use common technology myself, I also know that not every app works well. What backup would there be to ensure reliable delivery of a message? It seems to me that a confirmation of the receipt of the message would be very important. Is there a timetable for a response from the agency?</p>

<p>Mary, you have raised some good questions for which I have no answers. I do not know if the new process provided by HUD results in any tracking or confirmation of delivery and how well (and when) response will happen. If I were someone who believed I had been discriminated against in the fair housing context, I would certainly want some verification and feedback, particularly since there are time periods for the filing of a complaint. (And if deadlines are missed the issue cannot be raised.) So, while technology can be wonderful (after all, here I am writing on a blog!), I would be somewhat cautious in relying on an app to initiate a legal dialogue about my civil rights.</p>

Nadeen, would you be willing to walk thru the process of a filing, as it is supposed to be done? Let's say there is a problem with a rental and an applicant or caller thinks there is a classic discrimination issue with that rental. With that as an example, can you list the steps a person would go thru? What are the time limits for filing a complaint, for example?

Hi, Mary. I have never "walked" through the process from the standpoint of someone who believes that their fair housing rights have been violated, so I can't be responsive to your request in your last post (so sorry!). I can, however, tell you that a person has one year to file with HUD (it can be different for a federal lawsuit; generally two years) from the time of the alleged "incident" that was perceived to be discrimination (the day the rental application was denied; the day you would not show an apartment that was available; the day that you said "no" to a service animal; etc.). Perhaps someone else who is following our discussion will have some information to share with you...
