On-site employees at a particular community were given a garage included in their employment offer. Is it right, either legally or morally, to then tell the same employees they now have to pay for their garage?

It's a change to their compensation, so it needs to be dealt with similar to a pay cut. Meet with the employees to discuss why it is happening and what alternatives are. It would probably be more helpful if you could scale out the garages by increasing the garage rent gradually over a few months. This will allow them to move or come up with unexpected funds.
