Topic: Hoarder Issues

Not sure where to post this but we are dealing with a Hoarder in a multifamily complex. It is a huge issue. There is not place for her to sit in the apartment so she is always in her garage which is also full of junk. Garbage and just stuff is everywhere. Because it's considered a mental illness... it looks like we have to call out the county who will fine us, not her, for the filth. Anyone else deal with this? We are in CA. Any ideas on how to handle it? She does pay her rent but it is always at the end of the month, rather the beginning.
