I use trail cameras to catch the culprits. You can get one for a little over $100 and it pays for itself immediately.

We use PooPrints (www.pooprints.com/). The fee for leaving a mess is $350. Problem solved.

We initiated a $50 (if I recall correctly) fine for every incident. This was a very important concern with us and our residents. Residents could send us a picture or video of the violator as proof and we would credit their account $50, and fine the violator $50. A lot of times people would deny it (it could easily slip your mind, I understand) until we show them the picture or video. The individual who provided the proof is never ever exposed and people can anonymously submit the proof if they didn’t even want us to know. We had hands down the best pick up rate I had ever seen out of any property I helped manage.
