As a guide...2 per bedroom plus 1 in the living area. But, check your local/State laws and your company's policy.

No concerns usually until it creates damage, structural or septic/sewer related issues.
That way we have specifics to point to which helps avoid the ambiguity and focus on the impacts to the owner.

The HUD ruling is a guideline not a law and is very vague at best. The only way to make this decision is to know your local and state laws.
